    Faculty Biographies

    Pamela Baker is an attorney in the McNair Law Firm. She received her J.D., cum laude, from the University of South Carolina School of Law. Prior to law school, Ms. Baker worked for the South Carolina Department of Health and Environmental Control as an enforcement officer with the Bureau of Land and Waste Management's hazardous waste program. As an enforcement officer, Ms. Baker was responsible for drafting Notices of Violation and Administrative Orders, coordinating and conducting enforcement conferences, negotiating settlements, preparing reports for federal and other state agencies, and implementing enforcement procedures to obtain compliance with state laws and department regulations.

    Scott H. Dunham is a partner with the law firm of O'Melveny & Myers LLP. He has specialized in labor relations and employment law, including safety and health, for more than 20 years. He received his undergraduate degree with highest honors from Washington State University in 1972, and graduated Order of the Coif from the University of Washington School of Law in 1975, where he served as Editor-in-Chief of the Washington Law Review. He has served on the Occupational Safety and Health Committee of the Labor Law Section of the American Bar Association for more than 15 years. He is a contributing author to Occupational Safety and Health Law published by BNA and co-author of Avoiding and Defending Wrongful Discharge Claims.

    Gilbert A. Jensen is a distinguished expert in environmental law who conducts an international practice of environmental management training and consulting. As former Senior Deputy District Attorney in charge of the Alameda County (Oakland), California District Attorneys Office Environmental Protection Division, Mr. Jensen was a noted environmental prosecutor for 30 years. He also served as the first Chief of the Office of Enforcement for Cal-EPA, the State of California Environmental Protection Agency. He has instructed and lectured extensively on environmental law at numerous public and educational forums. He received his J.D. from the University of California Hastings College of Law. He has been honored by numerous organizations for his commitment and outstanding service in the field of environmental law, including a Presidential Proclamation from the National District Attorneys Association.

    David E. Jones head Ogletree, Deakins OSHA Client Services Group, which engages in a nationwide practice that includes the representation of employers in "egregious" and other significant OSHA litigation within the jurisdiction of federal OSHA and state plans. Prior to joining the firm, Mr. Jones served as a presidential appointee, holding the post of Legal Counsel and Special Advisor to the Chairman at the Occupational Safety and Health Review Commission in Washington, D.C. Mr. Jones frequently delivers speeches addressing OSHA enforcement and compliance issues. He received his J.D. degree from Suffolk University School of Law. He is a member of the Committee on Occupational Safety and Health Law of the American Bar Association.


    Steven M. Lichten is President of ESCI EnviroServices, Inc. an environmental and EH&S consulting firm in Long Beach, California and has over 23 years experience in the environmental compliance and occupational EH&S management field. His background includes multi-media environmental and EH&S compliance and management systems auditing; air, water, hazardous materials and waste permitting and compliance/regulatory plan and program development; ISO14001 implementation, training and auditing; CalARP/RMP development; and compliance and risk/liability reduction training. Mr. Lichten provides general multi-media environmental and EH&S consulting plan development and compliance assistance for a wide range of industries and regulatory agencies. He has worked for several large organizations, including Hughes Aircraft, McLaren-Hart Environmental Engineering and Hunt-Wesson Inc. He is an assistant professor for Health Science at California State University, Northridge and is an instructor at the UC Irvine and Cal State Fullerton and Long Beach extension programs. Mr. Lichten has authored/presented over 150 technical papers and presentations on a variety of environmental topics. He received his B.S. and M.S. degrees in Environmental and Occupational Health Science from California State University, Northridge.

    Ronald W. Taylor is a partner with the law firm of Venable LLP and co-chair of its Labor and Employment practice group. He represents employers on labor and employment law matters, principally on claims of employment discrimination, wrongful discharge and occupational safety and health. Mr. Taylor is an active member of the American Bar Association's Occupational Safety and Health Law Committee and is past management co-chair of the committee. He has defended clients against citations issued by the Occupational Safety & Health Administration and virtually every state plan counterpart in over 40 jurisdictions. Mr. Taylor has written and spoken extensively on occupational safety and health laws, and has taught occupational safety & health law at the John Hopkins University, Bloomberg School of Public Health. He was selected, based on client and peer reviews, as one of America's leading employment lawyers by Chambers & Partners, a respected English firm, and by Woodward/White. Mr. Taylor received his undergraduate degree, with high distinction, from the University of Virginia. He received his J.D. from Marshall-Wythe School of Law, College of William and Mary, where he was the Articles Editor of the William and Mary Law Review.

    Ethan R. Ware is a Shareholder in the McNair Law Firm, P.A. His practice is limited to representation of industry and business in environmental and health and safety legal matters. He has appeared on behalf of business in: negotiations relating to environmental permits, defense of environmental and OSHA enforcement actions and toxic tort lawsuits, the University of Virginia where he was on the editorial board of the Journal of Law and Politics. He was appointed to the and criminal and civil environmental actions. Mr. Ware's practice also involves review of environmental issues in transactions and environmental and health and safety training and auditing programs. He is a popular instructor, and has authored articles on timely environmental issues, and is best known for his accomplishments in Air, Hazardous Waste, and Water Law. He received his J.D. from the University of South Carolina School of Law.
